    I *think* ColdFusion query caching is quite different. If you cache a query and using ColdFusion, you are asking ColdFusion to hold a copy of the results of the query in it's own cache.     Just an extension of the ping script would be to add a counter in the parameters so that you can trigger an event on the Nth call to the function.
