  I don't doubt that a mechanism can be developed as you suggest. In fact in production, my application uses distant expiry headers so this really isn't an issue. I was also seeing some other strange behaviour which was a bit more serious for me in that it seemed to be arbitrarily missing one or two scripts out when loading with an empty cache. However, once a script is loaded I do not subsequently see 304 requests for that script (using fiddler).
